Industrial EPC Contractor for Turnkey Project Delivery

Engaging an industrial EPC contractor is a decision about risk allocation more than about scope. Under an EPC contract the contractor carries the interface risk between design, supply and construction — the risk that, on split-scope projects, the owner discovers they were carrying all along the moment something does not fit.

What we take responsibility for

A turnkey EPC scope should be readable in a single page. Ours is structured around five deliverable groups, each with acceptance criteria agreed at contract stage.

Engineering

Basic and detailed design, load calculations, single line diagrams, equipment sizing, layout and general arrangement drawings, protection and earthing design, cable schedules and the complete issued-for-construction drawing set.

Procurement

Technical specification, vendor evaluation, purchase order management, inspection and expediting, factory acceptance testing where warranted, logistics and site delivery sequenced against the construction programme.

Construction

Civil and structural works, mechanical installation, electrical installation, cable laying and termination, panel and switchgear installation, earthing systems, and site management including safety governance and quality control.

Commissioning

Pre-commissioning checks, equipment-level testing, system integration testing, performance demonstration against contractual parameters, and coordination with utilities and inspecting authorities.

Handover

As-built drawings, test and inspection records, operation and maintenance manuals, spares list, operator training, and a defined defect liability period.

How EPC projects actually go wrong

Projects rarely fail on the technology. They fail on scope gaps, late information and unmanaged change — and each has a specific counter that has to be built into how the project is run, not added when trouble appears.

  • Scope gaps between contractor and client scope. Countered by an explicit battery-limit document listing every interface and its owner.
  • Late client information — as-built records of existing plant, shutdown windows, access restrictions. Countered by an information required schedule with dates agreed at kick-off.
  • Uncontrolled change. Countered by a variation process where every change is priced and programmed before it is executed, not after.
  • Approval lead times outside anyone's control. Countered by lodging applications at the earliest technically possible date rather than when the design is fully complete.
  • Optimistic commissioning windows. Countered by planning commissioning as a workstream with its own resources and duration, not as the last week of construction.

Brownfield execution

Most industrial EPC work happens on operating sites, where the plant has to keep running around the project. That changes the engineering as much as it changes the logistics.

  • Existing infrastructure surveyed and verified rather than trusted — as-built drawings on live sites are frequently out of date, and designing against them without verification is a reliable way to create a clash.
  • Tie-in points and shutdown windows identified early, since these usually govern the entire programme.
  • Work packages structured so as much as possible is prefabricated and tested off-line, minimising what has to happen during a shutdown.
  • Permit-to-work discipline, isolation procedures and coordination with the client's operations and safety teams.
  • Contingency planning for the shutdown itself, including a defined rollback position if the tie-in cannot be completed in the window.

Contracting models

Lump-sum turnkey is the default and suits well-defined scopes where the risk transfer is worth the premium the owner pays for it. But it is not always the right instrument.

Where scope genuinely cannot be defined up front — an unsurveyed brownfield site, a phased expansion with an uncertain end state — forcing it into a lump sum simply produces a heavily qualified price and a variation-driven project. In those cases an engineering-first engagement that defines the scope properly, followed by a firm price against the resulting design, delivers a better outcome for both parties. We will say when we think that applies.

What does an EPC contractor take responsibility for?

For delivering a working facility rather than a set of components: the engineering design, procurement of all equipment and materials, construction and installation, and commissioning to a demonstrated performance standard. The owner's obligations reduce to site access, defined information, approvals in their name, and payment against milestones.

What is the difference between EPC and EPCM?

Under EPC the contractor holds the delivery risk and typically prices it as a lump sum. Under EPCM the contractor manages engineering, procurement and construction on the owner's behalf, but the contracts sit with the owner, who therefore retains the risk. EPC costs more headline and transfers more risk; EPCM costs less and keeps the risk in-house.

How is progress measured on a turnkey EPC project?

Against defined, verifiable milestones — drawings issued for construction, major equipment delivered to site, foundations complete, cabling complete, testing complete, performance demonstrated. Percentage-complete estimates without corresponding deliverables are the most common early symptom of a project drifting.

Can you execute EPC work on a plant that has to keep operating?

Yes — most industrial EPC work is brownfield. It requires early identification of tie-in points and shutdown windows, verification of existing infrastructure rather than reliance on old drawings, maximum prefabrication so shutdown time is minimised, and strict permit-to-work and isolation discipline coordinated with the client's operations team.

Who handles statutory approvals and utility coordination?

We prepare, submit and follow up the technical applications, and coordinate inspections and testing with the authority or utility. Approvals that must be issued in the asset owner's name still require the client as applicant, but the technical documentation and the chasing are ours.
